SC Legislative Update from Senator Kevin Johnson - April 2015

Columbia, South Carolina - April 2015

We have now completed the 4th month of the 121st session of the South Carolina General Assembly. In my opinion, we are still progressing slowly. However, I still have high hopes that we will be able to pass a road bill, body camera bill, criminal domestic violence bill, and an ethics reform bill. For the next couple of weeks the priority will be the fiscal year 2016 appropriations bill (budget).

This month the following bills were passed by the Senate and carried over to the House of Representatives: S.444, relating to definitions pertaining to the job tax credit; S.320, comprehensive health education program; S.427, which deals with the jobs tax credit; S.183, Human Trafficking; S.590, Ignition Interlock Devices; S.389, SC Business Development Corporations; S.466, relating to the purchasing, possessing, administering, supplying, and prescribing of certain pharmaceutical agents by optometrists and the prohibition on schedule I and II controlled substances; S.599, G. Frank Russell Career Center; S.255, destruction of arrest and booking records; S.133, record destruction of juvenile records; S.441, Guaranteed Asset Protection Act; S.500, relating to the Uniform Interstate Family Support Act; S.276, relating to applicants applying to the department of labor, licensing and regulation for licensure as a residential builder or registration as a residential specialty contractor.

May 1st is crossover date, which means that any bill that is not passed in the senate and sent to the house (and vice versa) by this date will have to wait until next year to receive consideration.

Senator Thomas McElveen and I requested that the SC Senate initiate a formal inquiry into the current State of the Pinewood Hazardous Waste Site. A hearing has been set for Wednesday, May 13, 2015 from 9-11 am.

Save the Date: The Johnson for Senate campaign committee will be sponsoring a Birthday/Fundraising event on Friday, September 25, 2015. This event will serve as a fundraiser for our re-election campaign as well as a celebration of my 55th Birthday. More information will be provided at a later date.

It's the 21st century and their are many new ways to use technology to help share your faith and beliefs in the emerging 'Information Age'.     • Ubuntu: Christian Edition - a free, open source operating system geared towards Christians. It is based on the popular Ubuntu Linux.

    Rivers Near Summerton, S.C., that flow into Lake Marion


    The historic town of Summerton, South Carolina, is located next to beautiful Lake Marion. It is the largest lake in South Carolina with over 500 miles of shoreline. Its waters reach into five midland counties. It is often referred to as "South Carolina's inland sea." Together, Lake Marion and nearby Lake Moultrie, are often referred to as the Santee-Cooper Lakes.

    The Saluda River, Broad River, Congaree River, Catawba River, and the Wateree River all join to ultimately feed into the headwaters of the Santee River. The Santee River, in turn, flows through Lake Marion and exits through the Santee Dam or through the Diversion Canal to fill nearby Lake Moultrie. Waters from Lake Moultrie then flow down the Cooper River to Charleston Harbor. For more detail, see Santee River & Lake Marion.

    Before entering Lake Marion, the Santee River and Santee Swamp receives drainage from Broadwater Creek and from Tavern Creek and Mill Creek. Some of the many other rivers, streams, and creeks that feed into Lake Marion include Squirrel Creek, Warley Creek, Spring Grove Creek , Pine Tree Creek, Ballard Creek, Half Way Creek, Duckford Branch, Richardson Branch, Little Poplar Creek, Big Poplar Creek, Chapel Branch, Webbs Creek, Mill Creek, Eutaw Creek, Savana Branch, Cantey Bay , Oyster Bay, Monkey Bay, the Halfway Swamp Creek watershed, the Jacks Creek watershed, the Tawcaw Creek watershed, and the Potato Creek watershed.     These rivers and waterways make Lake Marion a glorious place for fishing, boating, canoeing, kayaking, and more.

    Town of Summerton, S.C. - Chartered Christmas Eve, 1889


    The town of Summerton was officially chartered by the South Carolina Legislative Delegation on Christmas Eve, 1889. For those interested in the history of the town, the following is a copy of the original document. 

    ACTS AND JOINT RESOLUTIONS OF THE GENERAL ASSEMBLY OF THE STATE OF SOUTH CAROLINA, PASSED AT THE REGULAR SESSION OF 1890  

    No. 314.  AN ACT to Incorporate the Town of Summerton, in Clarendon County.

    Section 1. Be it enacted by the Senate and House of Representatives of the State of South Carolina, now met and sitting in General Assembly, and by the authority of the same. That all citizens of the United States who now are or hereafter may be inhabitants of the town of Summerton, in Clarendon County, in this State, shall be deemed, and are hereby declared to be, a body politic and corporate ; and that said town shall be known by the name of Summerton, and the limits of said town shall embrace an area of one mile square, the Methodist Church of the white people situate in said town being the centre of said-square.  

    Sec. 2. Said town of Summerton shall be vested with all the rights, powers and privileges granted by, and be subject to all the limitations and provisions contained in, an Act entitled “An Act to provide for and regulate the incorporation of towns of less than one thousand inhabitants in this State,” approved December 23, A. D, 1885, that are not inconsistent with this Act. 

    Sec. 3. That the election for Intendant and Wardens of said town shall be held on the first Tuesday in March in each year, until otherwise fixed by an ordinance of said town.  

    Sec. 4. That for the purpose of the first election for Intendant and Wardens of said town, J. C. Lanham, S. R. Cole and J. J. Ragin be, and they are hereby, appointed managers to conduct said election; and the said managers shall give ten days' public notice of such election by posting same in three conspicuous places in said town, or by publication in some newspaper published therein.  

    Sec. 5. That the sale of spirituous or intoxicating liquors be, and the same is hereby, prohibited within the corporate limits of said town.  

    Sec. 6. This Act shall be a public Act, and shall continue in force for thirty years from the date of its approval.  

    Sec. 7. This Act shall take effect immediately upon its approval.  

    Approved December 24th, A. D. 1889.

    Golf Courses Around Summerton, Santee, and Lake Marion, S.C.


    Golfer alert! When you visit the town of Summerton, Santee and nearby Lake Marion, you will find numerous excellent golf courses in the area. Located conveniently just off I-95 and I-26 halfway between Charleston and Columbia S.C., it might be the right choice for those wanting to avoid the more crwded courses in Myrtle Beach or Hilton Head.

    Golf is a sport in which competing players use various clubs to hit balls into a series of holes on a golf course using as few strokes as possible. The game is generally played on a course consisting of an arranged progression of either 9 or 18 holes.

    Visiting golfers and their families might also want to do some boating on beautiful Lake Marion or visit one of the many federal and state parks in the area, such as the Santee National Wildlife Refuge.

    Columbia, South Carolina - March 2014


    We have now completed the 3rd month of the 121st session of the South Carolina General Assembly. Although we’re slowly progressing through the Senate calendar I continue to be disappointed that we have not spent a lot of time addressing funding for the improvement and repair of our highway infrastructure. I am still convinced that that is most important for this legislative session. I have joined with several of my Senate colleagues in asking that the Legislative Audit Council review the SC Department of Transportation. The Legislative Audit Council has assured us that this would be done by late April. I continue to support ethics reform and it appears that we’ll be debating the House version (H.3772) of the ethics bill soon. I have also spent a great deal of time this month in a medical affairs subcommittee discussing bill H.3114, Pain Capable Unborn Protection Act.
     

    This month the following bills were passed by the Senate and carried over to the House of Representatives: S.3, which deals with Criminal Domestic Violence; S.373, SC Retirement System; S.379, which deals with county tax officials; S.398, Magistrates eligibility examination; S.193, commercial driver’s license; S.304, which covers contracts to buy power; S.375, local government; S.534, Clarendon County School District property tax relief; S.179, which deals with the definition of Alcoholic Liquors; S.350, SC Community Economic Development Act; S.167, dealing with hearing aids; S.339, Hope’s Law; S.361, which deals with automobile insurance; S.413, Pharmacists; S.454, Hunting & Fishing Licenses; S.374, Nonjudicial candidates; S.436, which deals with the election of judges; S.555, Nursing board fees; S. 357, Immunity from liability for providing free healthcare services; S. 381, which deals with leave and lump sum payments; S. 391, In-state tuition rates for military personnel; S. 407, which deals with corporate officers.
     

    Many different sentiments are still being expressed in reference to the issues at South Carolina State University (SCSU). Several bills have recently been introduced in the House and Senate. All of these bills will require new leadership at SCSU. It is my hope that the General Assembly will provide the necessary financial assistance to the University that will allow the students to continue to receive a quality education.

    Ecotourism: Canoeing and Kayaking Around Summerton, Santee, and Lake Marion, S.C.

    When you visit the Summerton area and nearby Lake Marion, you will find many waterways to explore in your canoe or kayak, e.g. rivers, creeks, islands, swamps. The area is attracting kayakers from across the U.S. in ever greater numbers as ecotourism in the country continues to grow.

    • Canoeing is a paddle sport in which you kneel or sit facing forward in an open or closed-decked canoe, and propel yourself with a single-bladed paddle. Canoeing was once the primary mode of long-distance transportation throughout much of North America.
    • Kayaking involves the use of a kayak for travelling across bodies of water. It is distinguished from canoeing by the sitting position of the paddler and the number of blades on the paddle. In a kayak the paddler faces forward, legs in front, using a double-bladed paddle. Most kayaks also have closed decks.

    Great Hiking Around Summerton, Santee, and Lake Marion, S.C.

    When you visit Summerton, Santee, and nearby Lake Marion, you will find many trails to hike throughout the various federal and state parks, swamps, and wildlife refuge areas around the lake. The area is attracting hikers from across the U.S. in ever greater numbers.

    Hiking is the preferred term for taking long, vigorous walks on footpaths or trails through the countryside. Thomas West, an English clergyman, popularized the idea of walking for pleasure in his 1778 guide to the Lake District in the United Kingdom (UK).
